Building in Flood-Prone Areas: Lessons From the Dutch

Quarter of the Netherlands sits below sea level. Think about that. If the Dutch had not spent eight hundred years figuring out water, Amsterdam would flood twice annually. They did not guess their way out. Dykes, canals, pumps, one simple rule: design for water first, everything else comes after.

Kenyans in Amsterdam and Rotterdam see this daily. When they build back home near Mombasa, Kisumu, or along the Athi or Tana rivers, they carry that mindset.

The 2024 long rains flooded Kisumu, Budalangi, large parts of the coast. Properties built on floodplains without proper drainage took structural damage. 2025 was worse. This is not a one-off. The answer is not to avoid water. It is to build with it in mind.

Do not trust the seller. Go to the county physical planning office or the Water Resources Authority. Check floodplain maps, the official ones. If the plot has flooded in the last ten years, it will flood again. Guaranteed.

Here is what the data says. Sea levels along the Kenyan coast are rising at about 3 millimetres per year. A 30-centimetre rise could submerge 17 percent of land below the 10-metre contour. Lamu old town already floods during high tides. The Municipality of Lamu published a Climate Risk Profile in 2026 with coastal setback regulations and floodplain zoning. Mombasa's shoreline faces the same pressures. This is not theoretical anymore.

Raise it up. Build the floor 60 centimetres to 1 metre above the highest recorded flood level. One decision keeps your living space dry during the worst storms. Use waterproof concrete, minimum C30. Reinforce the foundation for water pressure. Backfill with compacted hardcore, not soil. Hardcore drains. Soil holds water against your foundation. Simple physics.

Drainage first. Always. Dutch builders think drainage before walls. Your Kenyan build should too. Perimeter drainage channel sends water away from the foundation. Slope the ground at least 2 percent away from the building. On a low plot, install a sump pit with an automatic pump. Water reaches a level, pump kicks on, no thinking required.

Ceramic or porcelain tiles are washable and dryable. Waterproof plaster additive up to 1.2 metres high. Electrical outlets at least 45 centimetres above the floor. Avoid timber flooring, carpet, standard plasterboard on ground floors in flood zones. They will need replacing after the first heavy storm. Learned that the expensive way.

Catch It Before It Floods

Water that hits your roof is the same water that floods your compound. Rainwater harvesting with a big tank catches it before it hits the ground. A 10,000-litre tank on a 150-square-metre roof reduces runoff by about 60 percent during heavy storms and gives you usable water for irrigation and laundry.

The Dutch do not panic about flooding. It is a known condition, design for it, build for it, move on. Your Kenyan build deserves the same approach.
